Happy November! As 2023 begins to wind down, I hope you are able to find some stillness. Public Participation is a fast-paced field and our world isn’t slowing down. I want to take a moment and extend my heartfelt wishes for you and express my sincere gratitude.

In this season of reflection, may you find moments of tranquility and wellness, fostering a sense of balance. Your commitment to public participation is the cornerstone of our association. It is exciting to learn from and hear stories about the incredible engagement work that our members are leading and supporting. Congratulations to our Core Values Award winners! It is truly inspiring to see the impact that our members are having in communities near and far. 

IAP2 has had a successful year and we are preparing for how to maintain such tremendous momentum into the new year. This organization exists because of its members. As we continue to grow our programs and services, we encourage you to consider getting more involved. Looking for ways to further your career, get up on the latest trends, enhance your network, create professional relationships, or give back to your P2 community? We encourage you to explore the many avenues available to connect with your IAP2 USA and your colleagues. Committee direction and initiatives are approved by the Board as they assist the Board in moving forward the organization’s work.

Diversity Equity and Inclusion (DEI) Committee builds IAP2’s organizational capacity to ensure that IAP2 is truly an inclusive organization and is safe, welcoming and supportive to a diverse population. 

Nominating Committee assists with the development of the Board of Directors slate for elections. 

Training and Professional Development Committee helps to identify training and other professional development opportunities to meet the needs of members and others in the field. 

Chapter Liaisons enhance and support the relationship between the region and chapters. Sign up below, contact your chapter president or IAP2 USA Programs and Communications Manager Angela@iap2usa.org if you do not have a chapter. 

Chapter Taskforce is an upcoming taskforce to help us streamline the IAP2 USA Chapter program.

2023 Core Values Awards Congratulations to the Winners

The 2023 IAP2 USA Core Values Awards were presented September 14, 2023 at the North American Conference Core Values Awards Celebration in Seattle, Washington. Each year, IAP2 affiliates around the world recognize leaders in the profession through the IAP2 Core Values Awards. The awards go to projects which best demonstrate IAP2's Core Values and help to raise the bar in the field of public engagement by sharing best practices and inspiring the P2 community to learn from one another. 

Competition for the 2023 AP2 USA Core Values Awards offered some outstanding projects. Our appreciation goes to our judges for their challenging work. Our 2023 judges included: Cheryl Hilvert, Lewis Michaelson, Dr. Marty Rozelle, Sarah Dechter, Lisa Carlson, and Jo Anne Ortiz.

Core Values Creativity and Innovation Award: "Imagine Deliver"

Minneapolis, Minnesota

Imagine Deliver received the IAP2 USA Core Values Award in the Creativity and Innovation Category for their project Transforming the Future of Healthcare: The Art of Community Engagement & Strategy Design – Imagine Deliver, Arden Hills, Minnesota.

The project encompassed a nationally recognized, multi-billion-dollar safety-net healthcare system in Minneapolis, an acute care, teaching hospital, research center and the area’s only Level I Adult and Pediatric Trauma Center which sought to create a more equitable and responsive healthcare system. IAP2 USA Diversity, Inclusion and Culture Core Values Award: "Honoring Cultural Diversity and Connecting Communities: San Francisco’s Central Subway "

San Francisco Municipal Transportation Agency (SFMTA) was awarded the IAP2 USA Core Values Award in the Respect for Diversity, Inclusion and Culture Category for Honoring Cultural Diversity and Connecting Communities: San Francisco’s Central Subway. The winning entry was also forwarded to IAP2 International as “Project of the Year” for IAP2 USA where it received an Honorable Mention for the category of 2023 International Project of the Year for your entry “Honoring Cultural Diversity and Connecting Communities: San Francisco’s Central Subway”.

SFMTA engaged diverse communities with differing needs in an expansive geographic area as they build San Francisco’s first new subway in 50 years. Public participation, much of it bilingual, allowed the team to work directly with potential users of this new subway line. Public input was critical in deciding the locations of four new stations, station design, and station elements such as gathering spaces, retail spaces, and a police sub-station. There were 10 years of planning and 10 years of construction, during which diverse communities from across San Francisco were able to shape the future of this new subway. Organization of the Year Award: "City of Pittsburgh: Engage PGH"

City of Pittsburgh and Social Pinpoint

The City of Pittsburgh earned the IAP2 USA Core Values Award in the Organization of the Year Category for Engage PGH – City of Pittsburgh, PA. The entry also received an Honorable Mention for the category of 2023 International Organization of the Year.

As a city facing massive change, the Department of City Planning found that they were constantly asking big questions about the future of the city and that residents were having a challenging time engaging on these long-term, high-level questions. When discussing opportunities for change, residents and staff would feel anxious about asking the right questions and providing helpful answers. In a moment of self-reflection, it was decided that before they could ask the big questions, they first had to understand how to ask those questions. In this way, the impetus for this entire effort was a desire to find respectful, trust-building, insightful, equitable, and - maybe - fun ways of asking the question “What should the city look like in 20 years?” Watch Video, Read Submission, News Release

San Francisco Municipal Transportation Agency (SFMTA) received the IAP2 USA Core Values Award in the General Projects Category for their project Reimagining Potrero Bus Yard.

The San Francisco Municipal Transportation Agency (SFMTA) manages all San Francisco’s ground transportation for the city. The SFMTA oversees the Municipal Railway (Muni) public transit system, as well as bicycling, paratransit, parking, traffic, walking and taxis. Pre-pandemic, its transit system, Muni, transported more than 700,000 people during a typical weekday. The SFMTA is committed to involving the people of San Francisco in the decisions that shape the city’s transportation system so that those who are affected by government decisions are informed and have an opportunity to participate in the decision-making process. At the Core of It All: How IAP2 values intersect with IRWA acquisition principles

Public participation and effective land acquisition are crucial to any successful infrastructure project. The International Association for Public Participation (IAP2) and the International Right of Way Association (IRWA) provide valuable frameworks for achieving these objectives. IAP2 promotes meaningful public engagement while IRWA principles guide professionals in acquiring land rights for infrastructure development. Though seemingly distinct, these two bodies share common values and principles that intersect at the core of responsible and sustainable project implementation.

As a power delivery consultant for Burns & McDonnell, I work on the public involvement team in collaboration with an experienced land rights team. While the public involvement field has made an indelible mark on my professional development, I have learned quickly the importance of understanding and applying the principles of the IRWA. By incorporating IAP2’s values of transparency, inclusivity, accountability and respect, IRWA professionals can go beyond the technical aspects of land acquisition and create a more participatory and socially responsible process. This integration ultimately leads to more sustainable outcomes, as projects are designed with the needs, aspirations and overall respect for the community in mind.

Overall, the core values promoted by IAP2 and the principles advocated by IRWA intersect at the heart of responsible and sustainable land acquisition for infrastructure projects. By embracing transparency, inclusivity, accountability and respect for diverse perspectives, right of way professionals can help facilitate practices that keep the public meaningfully engaged in the decision-making process. This convergence of values and principles strengthens the foundation for successful project implementation, fostering trust and promoting the long-term wellbeing of communities affected by infrastructure development.

We welcome applicants from diverse backgrounds, cultures, and experiences, and are very interested in  bringing in trainers from underrepresented communities. The IAP2 International Trainer Recruitment and Licensing Program prepares you to be licensed to deliver courses in the IAP2 Global Learning Pathway (GLP).

***Prerequisite: Completion of all three IAP2 flagship courses and receipt of the IAP2 Global Certificate of Completion in Public Participation. ***

  • Step One – Submission of the CP3 Application, professional portfolio, and application fee by the appropriate deadline for your chosen assessment center. 
  • Step Two – After your application is reviewed and accepted you will need to complete a Public Participation Plan in response to a case study
  • Step Three – After your case study assignment is reviewed and accepted you will need to prepare for and participate in an Assessment Center. (This is a full two-day process and attendance is mandatory)

Central Subway "

The Central Subway Project was conceived in the 1980’s to provide more transit service between two San Francisco neighborhoods, Bayview (in the southwestern section) and Chinatown (in the northeaster section) of the city. These two communities did not have adequate service to connect them to employment, entertainment and social activities. What’s even more striking is that these two neighborhoods are predominantly populated by people of color. 

Public participation was critical as planning proceeded for the second phase of this program, known as Central Subway. With different neighborhoods at stake to be potential hosts for new stations, each with their own needs and concerns, it was critical to engage the community with respect, honesty, and collaboration. 

We used a wide range of techniques and engaged with both residents and merchants, early and often. While their concerns were similar, their needs were quite different.  Using IAP2 Core Values and the spectrum of participation were our guiding principles and as a result, delivered a project successfully that reflected community needs and priorities.
