"Honoring Cultural Diversity and Connecting Communities: San Francisco’s

Central Subway "

The Central Subway Project was conceived in the 1980’s to provide more transit service between two San Francisco neighborhoods, Bayview (in the southwestern section) and Chinatown (in the northeaster section) of the city. These two communities did not have adequate service to connect them to employment, entertainment and social activities. What’s even more striking is that these two neighborhoods are predominantly populated by people of color. 

Public participation was critical as planning proceeded for the second phase of this program, known as Central Subway. With different neighborhoods at stake to be potential hosts for new stations, each with their own needs and concerns, it was critical to engage the community with respect, honesty, and collaboration. 

We used a wide range of techniques and engaged with both residents and merchants, early and often. While their concerns were similar, their needs were quite different.  Using IAP2 Core Values and the spectrum of participation were our guiding principles and as a result, delivered a project successfully that reflected community needs and priorities. "Reimagining Potrero Bus Yard"

San Francisco Municipal Transportation Agency (SFMTA)

The San Francisco Municipal Transportation Agency (SFMTA) is modernizing Potrero Yard, an over 100-year-old trolley bus transit facility located in San Francisco’s Mission District, which has been ground zero for social tensions, inequitable impacts of gentrification and involuntary displacement of Latinx residents. 

Modernizing this facility is key to expanding transit services for San Francisco, creating efficiencies, and upgrading working conditions for frontline workers. But in recent years, many infrastructure and development projects have met fierce resistance because of dramatic, unwelcome changes to the neighborhood and inadequate community engagement. 

How can the SFMTA design and deliver a community engagement strategy that shepherds the project through sensitive procurement processes, launches the City of San Francisco’s first public-private partnership, and incorporates feedback from stakeholders in the new building design to reflect community aspirations and priorities? 

We’ll discuss the evolution of the project to its current phase, highlighting how outreach strategies were developed and implemented by the SFMTA and the partnering consortium Potrero Neighborhood Collective. Join John AngelicoBonnie Jean von Kroghand Jennifer Trotter for their project overview and discussion.
