The Stakeholder Engagement & Policy Specialist works directly for the Stakeholder Engagement Manager and with Government Relations Director to support AES policy positions and market objectives by developing relationships with community partners at the state, county, and local levels. The position will focus on development, execution, and operations of green hydrogen, solar, wind and battery storage, across Texas, Oklahoma, Kansas, Nebraska, South Dakota, and North Dakota. Working remotely but preference to those candidates located in ERCOT/SPP market states. Up to 30% travel may be required. 

Stakeholder Engagement & Policy Specialist primary job responsibilities: 

Project Stakeholder Relations and Policy Coordination: 

  • Work with the Manager of Stakeholder Relations to support the execution of state and project-specific stakeholder relations strategies and tactics 
  • Work collaboratively with internal teams such as Development, Permitting, Finance, Operations and Communications to identify, establish, and cultivate mutually beneficial relationships with key stakeholders and identify policy needs that may impact business outcomes 
  • Support the development and implementation of strategic project engagement plans that align with the company’s positioning and support its development and policy objectives  
  • Facilitate and support the incorporation of policy and local stakeholder analysis into market strategy and outlook - ensuring a shared comprehension of the immediacy of the impact of external affairs risks and opportunities on our short- and long-term portfolio goals 
  • Create and maintain accurate lists of stakeholders in project areas and assist with documentation of stakeholder interactions through the utilization of our stakeholder relations management tool 
  • Collect and analyze stakeholder feedback through various channels, and document and manage this data 
  • Mobilize individuals and organizations to demonstrate support for AES’ renewable energy projects.  
  • Build and maintain accurate records of all stakeholder contacts and interactions; collect and analyze feedback through various channels; manage and supervise data using various tools 
  • As requested by the Stakeholder Relations Manager, supervise the work of any contract community relations professionals and agencies hired to supplement public consultation or community relations outreach within the region 
  • Develop meaningful communication and notification tools best suited for various priorities and stakeholders (both internal and external)  
  • Assure that the Senior Leadership Team is updated on key issues and opportunities in a timely way  
  • Assist with the development of State Policy Plans as needed 
  • Foster and maintain relationships and project communications with key policymakers and decision-makers  

Community Engagement and Social Impact Programming: 

  • Identify and support strategic partnerships within the project areas in alignment with AES’ Social Impact Program 
  • Support planning and execution of in-person and virtual community engagement events; including but not limited to, community meetings and site visits. Oversee all event-related tasks, from planning to execution 
  • Represent AESCE at various trade organization, business, government, and community meetings and events 
  • Research potential strategic partnerships and design Social Impact programs within local communities hosting AES’ projects, in alignment with AES’ Social Impact Program 
  • Identify and communicate community/local sentiment, priorities, and concerns to the internal team, ensuring that AES’ messaging is specifically tailored and relevant to the local community 

Communications Support: 

  • Provide communications counsel and planning support to AES project teams related to the development of public presentations and collateral support materials specific to key issues and policy or community concerns within the request. This may include research, writing, presentation development, community event staging, and other initiatives as needed 
  • Draft targeted external communications such as informational handouts, talking points, presentations, and public meeting displays, to bolster local presence 

The successful candidate will have the following qualifications: 

  • Undergraduate degree, preferably in public affairs, external relations, business, communications or equivalent.  
  • 5-7 years of experience in public affairs, stakeholder relations, community outreach, communications, policy analysis or similar field.  
  • Experience in the energy sector with a preference for renewable energy experience; or related project siting experience. 
  • Experience in analyzing and communicating policy. 
  • Sharp analytical skills to quickly analyze complex situations, determine key issues and messages, and implement communication programs.  
  • Able to deal with senior management, a variety of external and internal disciplines and manage multiple projects at once, under deadline. 
  • Strong interpersonal skills, including consultation, negotiation, facilitation, risk communication and conflict resolution.  
  • Hands-on, hard-working team player who has a sense of ownership and is eager to support projects from a variety of angles.  
  • Desire to be in the field, engaging with stakeholders in their communities. 
  • Ability to balance priorities in a fast-paced environment.  
  • Comfort working cross-functionally and developing consensus. Excellent verbal and written communication skills. 
  • Global mentality and comfort with working with people from multiple different backgrounds and cultures.  
  • Excellent organizational skills, attention to detail and ability to meet deadlines.  
  • Proficient with MS Office Suite, QuickBase, Box, Microsoft Teams.  
  • Experience using CRM systems is preferred.
