From 2010-20, over 95% of Texas’ population growth was attributed to the growth of minority populations.

It’s against this backdrop that the Texas Department of Transportation developed the “Best Practices for Inclusive and Intentional Public Engagement” (BPIIPE) initiative.

Research was conducted using internal working group consultation, a survey of peers completed by 19 agencies across 15 states, a survey distributed statewide and completed by nearly 12,000 participants (meeting targets for diversity of respondents) and focus groups with a subset of survey participants.

This data drove creation of a practical toolkit to assist staff and consultants in identifying underrepresented populations near their projects and providing strategies and tools for use in intentional engagement practices. This presentation will share our key findings and takeaways with attendees.

Learning Objectives:

1. Dispel common myths and misperceptions in engaging typically underrepresented populations through data received directly from Texas’ diverse communities.

2. Provide immediately applicable, practical engagement best practices and tips that relate to each key research finding from our DOT peer survey research and our community research.

3. A playbook for how our BPIIPE toolkit was developed, allowing attendees to gather data in their communities that would add to and expand on our collective knowledge on how best to engage underrepresented audiences in decision-making.
