Reaching as many people as effectively as possible is vital in any public participation process, and that's especially true when an area is demographically diverse. TriMet, the public transportation agency serving the Portland, Oregon, region, had to "reach people where they were" as it expanded a transit service through neighborhoods of historically under-represented residents. The city of Surrey, BC, had to reach out to a wide range of ethnicities and interests in updating its Parks, Recreation and Culture Strategy.
