This course focuses on the critical and oft-neglected professional development “zone” between process design and detailed instructions on specific techniques – that space where practitioners and decision makers decide which tools and techniques to employ. 

Too often those decisions are based on the practitioner’s experience or comfort with a particular technique, a project lead or decision maker’s new favorite tool, fears about stakeholder influence or conflict, and so on. While there are always demands and constraints on choices, this course offers a more thoughtful and efficient approach to wisely choose tools and techniques to support stakeholder engagement, meet your project and engagement objectives, and account for key variables including schedule, budget, opportunities, and risks.

Who should take this course?
Practitioners and decision makers responsible for choosing tools and techniques to support stakeholder engagement in a project, or for an organization to acquire as part of longer-term engagement support.

Learner Outcomes
At the end of this online course, participants will:

• Understand how tools and technique choices fit within a process design framework and context
• Recognize how tools and techniques appropriately vary by objectives and group size
• Understand the critical need for tools and techniques to meet stakeholder needs
• Learn about various decision-making factors
• Explore various ways to decide about tools and techniques while understanding their value, limitations, implementation considerations, application, and so on
• Explore equity opportunities and risks tied to tool and technique selection
• Recognize the role of evaluation and real-time adjustments
• Learn ways to navigate process and decision-making challenges

This course will be delivered in a mixed format with two live sessions, some off-line preparation, and an open-source resource directory of materials and links.

Trainer Anne Carroll has been a consultant and trainer in public involvement and strategic planning for many years, working in the public and nonprofit sectors. She focuses on designing and implementing authentic and meaningful stakeholder engagement on important public issues, reaching out to and engaging diverse groups of people and perspectives, and tackling complex and multistakeholder environments. She served for 16 years as an elected member of the citywide St. Paul Board of Education, and serves on several boards including the International Association for Public Participation USA and E-Democracy.org.
