    Overview of Positions

    The City of Springfield is seeking multiple planners to join our team to enhance Springfield’s hometown feel while focusing on livability and environmental quality, improving our infrastructure, and fostering an environment that values diversity and inclusion. In particular, we have opportunities for senior planners (Planner III) skilled in transportation and/or land use, as well as Planner I/II options for those earlier in their planning career. We are looking for planners who enjoy serving the community, develop positive relationships with stakeholders and bring shared visions to reality. Viable candidates for senior planner positions will demonstrate success in managing projects and/or processing complex development applications within a team environment.

    With the passage of the state’s rules for climate friendly and equitable communities, the City is staffing up to be able to take on this important work which includes designating climate friendly areas, shaping the City’s approach to parking management, and updating our Transportation System Plan. We also need a Senior Planner to take some comprehensive planning projects to the finish line: the Comprehensive Plan Map Clarification Project and Natural Resource Inventories & Protections for Springfield’s UGB Expansion Areas. Within the transportation realm, we are seeking someone to represent the City in regional funding and coordination discussions at the Metropolitan Planning Organization; identify, seek funding for, and plan for capital transportation projects; and expand multi-modal opportunities which includes staffing the City’s Bicycle Pedestrian Advisory Committee. Finally, we need a senior planner to focus on current planning and to staff the Historic Commission.

    The Public Information and Marketing Program Manager will lead the integrated communications team for the Corridor Program Office (CPO). A strong knowledge of transportation policies, events, agencies and projects will be necessary for this position.     Primary responsibilities include:

    • Lead and supervise the Corridor Program Office Integrated Communications Team.

    • Coordinate with the City Manager’s Office, City Council Offices, other city departments, and external agencies.

    • Plan, organize, attend and record public engagement efforts including public meetings, town halls, press events, and more.

    • Oversee the development and implementation of strategic communications plans and strategies.

    • Serve as editor and coordinator for a weekly transportation newsletter, with accompanying communications elements.

    • Maintain and expand the departmental online resources, which ensuring they are all compliant with ADA standards.

    • Assist with developing and integrating new communication tools and technologies to support the transportation portfolio.

    • Write press releases, speeches, talking points and coordinate public presentations.

    • Conduct media training and provide media/communications consulting for executive team.

    • Provide communications support during citywide emergencies, such as flooding, ice storms, and additional natural and manmade disasters.

    Preferred Qualifications:

    • Prior experience working with media, and a background in Communications, Journalism, Public Relations, or a related field.

    JLA is seeking a full-time senior program coordinator to work on a fast-paced team.     Job Responsibilities

    • Being a critical team member on several projects at once, collaborating with multiple internal and external teams. You will also provide quality control review to ensure that clients receive polished work products. You should feel comfortable managing up and with your peers, as well as asking for help as needed.
    • Summarizing complicated or conflicting information by asking questions and capturing key messages from meetings, conversations, and written materials. You will need to rewrite and explain complex information so that the public can understand issues related to a wide range of projects: roadway and transportation, wastewater treatment, long-range planning, and others. You should feel comfortable and curious about learning about many aspects of our government.
    • Able to communicate with a wide range of people with curiosity, respect, and kindness. You will need to feel comfortable both in front of the public and directly interacting with people from all walks of life, as well as working behind the scenes to complete summaries, reports, and data processing of what you’ve heard from the public.
    • Being self-directed. You will be assigned work and will also seek out work from others. You must be able to work both independently and with others on a fast-paced team to manage your daily work and ensure each task is delivered on time and budget.
